Clinton Conservation Commission Continues Solar Farm Review, Grants Two Wetland Determinations

Clinton's Conservation Commission continued a 15.2-acre solar farm proposal at 285 West Boylston Street after DEP raised questions about undocumented wetland flagging on adjacent town-owned land. Engineer Paul Brodmerkel, representing the applicant, acknowledged the flags had been refreshed from a decades-old landfill closure filing for which no wetland data sheets were available; Chair Kimberly Jewett said the commission could not make a resource determination without that underlying documentation, telling Brodmerkel, "We don't have that data — it wasn't submitted." A site visit is tentatively set for around March 21, with the matter to return at the March 25 meeting. In other business, the commission voted unanimously to issue a negative determination for a helical-post house repair at 414 Berlin Street, accepted a request to file an amended order of conditions for a Meetinghouse Way subdivision expanding two house pads, granted a one-year extension of a 2021 order of conditions for a five-unit condominium proposal at 7 Marshall Street, and ratified a January emergency certification for a sewer excavation near Counterpane Brook.

The Rousher Farm Management Subcommittee reported the town's long-planned Clamshell Pond path will be pulled from this year's town meeting warrant, leaving roughly $140,000 in existing funds unspent while the project team works to meet state compliance requirements.
