Clinton Select Board Approves Metal Mural Fence, Traffic Changes, Opens Town Meeting Warrant

CLINTON — March 18, 2026 — Clinton Select Board approves downtown metal mural fence, hears Jabil wind-down update, and opens FY27 town meeting warrant. The board voted unanimously to proceed with a $25,000 state earmark project — secured through Representative Killcoyne — that will replace a deteriorated fence near the police station triangle with a permanent 260-foot laser-cut metal panel installation, with work set to begin in May. Downtown Development Consultant Lee Abdella said the design "is going to be a permanent fixture — it's not going to be in need of repair in a few years." Director of Economic Development Phil Duffy briefed the board on Jabil's announced facility wind-down, saying the town received no advance notice and that state partners including MassDevelopment "were as gobsmacked as anybody"; a meeting with Jabil government relations staff is scheduled for March 24. The board tabled a Traffic Committee recommendation for no parking on Allen Street, with members calling for a comprehensive parking policy rather than a street-by-street approach, while approving signal timing changes at High Street and Water Street and a no-parking zone on Church Street near Clinton Elementary School. Facilities Director Brian Farragher previewed a $200,000 warrant article for HVAC upgrades at the high school and elementary school, and DPW Superintendent Kevin Bartlett requested $1 million from the infrastructure stabilization fund for road resurfacing, confirming $812,909 remains from last year's article with $750,000 to $800,000 in FY27 projects already planned.
